On the evening of July 3rd, Anhui Provincial Party Secretary Zheng Shanjie visited the Sixian County Center for Disease Control and Prevention, listened to reports from the Provincial Epidemic Prevention Office and Suzhou City, jointly assessed the situation with the State Council Joint Prevention and Control Mechanism Comprehensive Team in Anhui, and made targeted arrangements for the shortcomings and weaknesses exposed in epidemic prevention and control work in recent days. He stated that it is necessary to resolutely implement General Secretary Xi's important instructions on epidemic prevention and control, adhere to the general strategy of "preventing imported cases and rebounding from within" and the general policy of "dynamic zero-COVID", implement the "four early requirements", consolidate the "four responsibilities", and under the guidance of the national working group, improve the precision and scientific nature of epidemic prevention, and mobilize the entire province's efforts to win the battle against the epidemic in Sixian County. Anhui Provincial Deputy Secretary and Governor Wang Qingxian, Deputy Director of the National Health Commission Lei Haichao, and provincial leaders Liu Hui and Wang Yiguang attended. On the morning of the 4th, Zheng Shanjie inspected the epidemic prevention work at Baihe Huayuan Community in Sixian County, handled issues found on-site, and randomly supervised the implementation of community control requirements at Nanliu Huayuan Community, visiting and comforting frontline epidemic prevention personnel. He pointed out that a pinhole-sized hole can let in a gust of wind. The Provincial Epidemic Prevention Office and city and county leaders must firmly establish the concept that details determine success or failure, carefully investigate shortcomings and loopholes in all aspects of community control, and guide grassroots epidemic prevention personnel to improve every step of their operations. Recently, everyone has been very fatigued, but gritting our teeth, persistence is victory, and persistence will surely lead to victory. First, emphasize speed as the priority. Race against time, use speed to counter speed, achieve rapid screening, rapid epidemiological investigation, rapid tracing of positive cases, rapid investigation, rapid transfer, rapid isolation, rapid treatment, and rapid reporting, cut off transmission chains, make every effort to treat patients, and achieve zero community transmission, zero deaths, and no spillover within one week. Second, coordinate the province's resources. Comprehensively survey and sort supply and demand lists, rationally allocate quarantine housing, nucleic acid testing, diagnosis and treatment resources, further mobilize provincial resources, and address the shortcomings of insufficient speed. All municipalities and provincial departments must strengthen their awareness of the overall situation, obey dispatch and command. All regions in the province must always be vigilant about epidemic prevention and control, strictly follow national standards, and do a good job in the construction and reserve of quarantine sites and makeshift hospitals. Third, standardize operational procedures to prevent cross-infection. Referring to the national ninth edition of the COVID-19 prevention and control plan, carefully investigate potential risks of cross-infection during nucleic acid testing, transfer and quarantine, and material distribution, form a scientific and standardized operation checklist, distribute it to every specific person in charge and operator at the grassroots level, and implement it rigorously and meticulously. Fourth, improve the efficiency and quality of epidemiological investigation and tracing. Use scientific methods, fully utilize big data and other means to conduct efficient and rigorous epidemiological investigation and tracing, ensure smooth information flow, plug loopholes in tracing, cut off transmission chains, and thoroughly eliminate hidden risks in the community as soon as possible. Fifth, strengthen rural and community control. Implement static management policies, ensure the supply of daily necessities and normal medical needs for residents. Sixth, pay high attention to epidemic prevention in key places. Hospitals must achieve "zero infection within the hospital, zero tolerance for hospital-acquired infections", and key places such as schools, nursing homes, children's welfare homes, and prison areas must implement strict closed-loop management to ensure no dead ends or blind spots. Seventh, improve the precision and scientific nature of prevention and control. Efficiently coordinate epidemic prevention and control with economic and social development, neither oversimplify nor overcomplicate, further improve work efficiency, ensure smooth traffic on national and provincial trunk roads, and maintain the overall development situation.
