Since the beginning of this year, State Grid Henan Electric Power Company has completed the replacement and installation of 4,242,100 smart meters, completing the 2015 smart meter promotion task assigned by State Grid Corporation of China 38 days ahead of schedule.
According to the overall deployment of State Grid Corporation of China, the 2015 smart meter promotion task for State Grid Henan Electric Power was 4.23 million units, an increase of 900,000 units compared to the 2014 task. Facing arduous construction tasks, limited verification capacity of the metering center, insufficient construction experience of county-level companies, and complex construction environments, the relevant departments of State Grid Henan Electric Power, municipal (county) companies, and the provincial metering center worked together and took multiple measures to complete the annual smart meter promotion and construction task ahead of schedule and exceeding the target.
State Grid Henan Electric Power strengthened project progress control, implementing a project control mechanism of daily reporting, weekly supervision, and monthly assessment, promptly coordinating and resolving various issues affecting construction progress. During this period, 255 issues of daily, weekly, and monthly project control reports were issued, 6,290 supervision text messages were sent, 15 supervision orders were issued, 10 units with lagging progress were interviewed, and 2 construction progress promotion meetings and video conferences were held to facilitate the smooth progress of construction. To address the lack of construction experience and weak business capabilities of county-level companies, State Grid Henan Electric Power increased training efforts, innovated training methods, and improved training quality. Throughout the year, a total of 1,070 grassroots employees were trained, and at the beginning of the year, municipal and county collection professionals were organized for on-the-job learning and temporary exchange, effectively improving the business level of county-level metering personnel.
The automated verification line of the State Grid Henan Electric Power Metering Center operated continuously, continuously improving verification efficiency by optimizing the arrival, verification, and distribution processes. The annual verification capacity of smart meters has reached three times the designed annual verification capacity of the provincial metering center, effectively ensuring the timely supply of construction materials for various units.
State Grid Henan Electric Power also continued to carry out work to deepen the application effects of the collection system, improve the evaluation system for deepening the application of the collection system, actively coordinate with business management departments such as the Development Department, Safety and Quality Department, and Operation and Maintenance Department, and strengthen the application of the collection system in electricity forecasting, remote fee control, line loss analysis, distribution transformer monitoring, and online monitoring of metering devices. Using the collection system to carry out distribution transformer load monitoring during the summer peak period, an average of over 300 suspected overloaded stations and over 4,700 heavily loaded stations were discovered monthly; strengthened the application of online monitoring functions for metering devices, discovering a total of 23,100 metering device faults and 855 cases of electricity theft, recovering 10.7603 million yuan in stolen electricity and penalty charges for breach of contract, achieving good economic benefits and effectively improving management levels.
It is understood that by the end of 2015, State Grid Henan Electric Power will achieve full collection for all directly supplied and directly managed users across the province, and the overall collection coverage rate of the State Grid Henan Electric Power system will reach 41.35%. According to the smart meter promotion and collection system construction plan during the "13th Five-Year Plan" period, State Grid Henan Electric Power will use the next two years (2016 to 2017) to build an electricity information collection system covering all users. Simultaneously, it will establish a three-level metering equipment operation and maintenance system at the provincial, municipal, and county levels, further enhance the timeliness and completeness of data collected by the collection system, and achieve comprehensive application of collected data in business management, power grid planning, safe production, and high-quality services.
