The Implementation Opinions propose building an intelligent service platform for electric vehicle charging, providing users with services such as charging navigation, status inquiry, charging reservation, and cost calculation. Through the platform, the government can monitor electric vehicles and charging facilities in real time, implement subsidy distribution, and provide support for charging network planning. Research on orderly charging of electric vehicles to participate in peak shaving and valley filling, and build a human-vehicle-pile-grid coordinated interactive energy internet ecosystem and business model.



    The Implementation Opinions propose promoting the development of the energy storage industry. On the power generation side, achieve peak shaving and valley filling of grid load; on the transmission side, build energy storage peak-shaving power stations to improve grid safety and stability; on the distribution side, cooperate with distribution network renovation projects and the development of the electric vehicle industry to build energy storage substations; on the user side, build pilot demonstration projects of the energy internet featuring power generation from multiple energy sources such as wind, solar, and biomass, energy storage, gas combined cooling, heating, and power, and electric vehicles.



    The Implementation Opinions also propose accelerating the automation and informatization of coal and coalbed methane production facilities, promoting the construction of smart grids, deepening demand-side management of electricity, enhancing the control and operation capability of new energy, and building an "Internet+" smart grid interactive application system and other key tasks.
