(3) Have undertaken the following projects within the past 5 years, with qualified project quality:

1. 200 kilometers of transmission lines above 110 kV or 400 kilometers of transmission lines above 10 kV;

2. 2 substations above 110 kV voltage level or 4 power transformation projects above 10 kV voltage level;

(4) The highest annual project settlement income within 3 years is over 20 million yuan;

(5) The technical director has over 5 years of experience in power facility installation management and holds a professional technical qualification of engineer or above in the power specialty;

(6) Have no fewer than 50 professional technical personnel and economic management personnel, including no fewer than 30 engineering technical personnel; among the engineering technical personnel, no fewer than 10 hold intermediate or above professional technical qualifications in the power specialty;

(7) Have no fewer than 5 registered constructors of second-level or above in the power specialty or project managers with second-level or above qualification in the power specialty;

(8) No fewer than 40 registered electricians holding grid operation certificates, including no fewer than 20 high-voltage electricians;

(9) Have no fewer than 3 budgeters, 10 installation foremen, 1 full-time quality inspector, and 1 construction contract administrator holding the "Post Certificate for Professional Management Personnel in Construction Enterprises and Institutions";

(10) Establish a safety management organization, with safety engineers holding professional technical qualifications of engineer or above in the power specialty; no fewer than 1 full-time safety supervision personnel;

(11) Have construction machinery and quality testing equipment suitable for the scope of contracted projects;

(12) Have a sound technical archive management system.

Article 5: Those who obtain the fourth-level installation-type installation (repair, test) power facility license can undertake the installation of power facilities for transmission, power supply, and power reception below 35 kV.

Applicants for the fourth-level installation-type installation (repair, test) power facility license shall meet the following conditions:

(1) Possess legal personality and a sound organizational structure;

(2) Registered capital of no less than 5 million yuan, with net assets of over 6 million yuan;

(3) The technical director has over 4 years of experience in power facility installation management and holds a professional technical qualification of engineer or above in the power specialty;

(4) Have no fewer than 30 professional technical personnel and economic management personnel, including no fewer than 15 engineering technical personnel; among the engineering technical personnel, no fewer than 5 hold intermediate or above professional technical qualifications in the power specialty;

(5) Have no fewer than 2 registered constructors of second-level or above in the power specialty or project managers with second-level or above qualification in the power specialty;

(6) No fewer than 30 registered electricians holding grid operation certificates, including no fewer than 15 high-voltage electricians;

(7) Have no fewer than 2 budgeters, 6 installation foremen, 1 part-time quality inspector, and 1 construction contract administrator holding the "Post Certificate for Professional Management Personnel in Construction Enterprises and Institutions";

(8) Establish a safety management organization, with safety engineers holding professional technical qualifications of engineer or above in the power specialty; no fewer than 1 part-time safety supervision personnel;

(9) Have construction machinery and quality testing equipment suitable for the scope of contracted projects;

(10) Have a sound technical archive management system.

Article 6: Those who obtain the fifth-level installation-type installation (repair, test) power facility license can undertake the installation of power facilities for transmission, power supply, and power reception below 10 kV.

Applicants for the fifth-level installation-type installation (repair, test) power facility license shall meet the following conditions:

(1) Possess legal personality and a sound organizational structure;

(2) Registered capital of no less than 2 million yuan, with net assets of over 2.4 million yuan;

(3) The technical director has over 3 years of experience in power facility installation management and holds a professional technical qualification of engineer or above in the power specialty;

(4) Have no fewer than 8 professional technical personnel and economic management personnel, including no fewer than 5 engineering technical personnel; among the engineering technical personnel, no fewer than 2 hold intermediate or above professional technical qualifications in the power specialty;

(5) Have no fewer than 1 registered constructor of second-level or above in the power specialty or project manager with second-level or above qualification in the power specialty;

(6) No fewer than 15 registered electricians holding grid operation certificates, including no fewer than 5 high-voltage electricians;

(7) Have no fewer than 2 budgeters, 6 installation foremen, 1 part-time quality inspector, and 1 construction contract administrator holding the "Post Certificate for Professional Management Personnel in Construction Enterprises and Institutions";

(8) Equipped with at least 1 part-time safety management personnel, with safety engineers holding professional technical qualifications of engineer or above in the power specialty;

(9) Have construction machinery and quality testing equipment suitable for the scope of contracted projects;

(10) Have a sound technical archive management system.

Chapter 2: Grade Standards for Repair-Type Installation (Repair, Test) Power Facility Licenses

Article 7: The grades of repair-type installation (repair, test) power facility licenses are divided into Level 1, Level 2, Level 3, Level 4, and Level 5.

Article 8: Those who obtain the first-level repair-type installation (repair, test) power facility license can undertake the repair of power facilities for transmission, power supply, and power reception at all voltage levels.
