        1. Have legal person qualification and a sound organizational structure;

        2. Registered capital not less than 4 million yuan, with assets above 4.8 million yuan;

        3. The technical director has more than 3 years of experience in power facility testing management and holds a professional technical appointment qualification of engineer or above in the power specialty;

        4. Have no fewer than 10 technical and economic professionals (including technicians, senior technicians, and workers), among whom there are no fewer than 5 engineers, senior engineers, and engineering technicians in the power engineering specialty;

        5. Equipped with at least 1 safety management personnel, and the safety engineer holds a professional technical appointment qualification of engineer or above in the power specialty;

        6. Have a fixed business site with a total area of no less than 400 square meters, and have a professional testing laboratory and testing equipment capable of testing power transmission, power supply, and power receiving facilities at voltage levels below 10kV;
