Those who have obtained the third-level test category of the electric power facility installation (repair, test) license can engage in testing activities for electric power facilities with voltage levels below 110 kV. Applicants shall meet the following conditions: 1. Legal person qualification and a sound organizational structure; 2. Registered capital and net assets of more than 12 million yuan; 3. More than 3 consecutive years of experience in testing activities for lines and substation facilities above 10 kV; 4. The technical director and safety director shall have more than 5 years of experience in managing electric power facility testing and hold intermediate or above technical qualifications in electric power-related majors; 5. More than 20 professional technical and economic management personnel, including more than 15 engineering and technical personnel in electric power-related majors; 6. More than 10 electricians with grid entry operation permits, including more than 3 high-voltage electricians and more than 6 special electricians; 7. A sound and effective safety production organization and system, conducting safety training in accordance with the law, with more than 3 full-time safety supervision personnel; 8. A fixed business site with a total area of more than 600 square meters, various professional testing laboratories, and testing equipment for electric power facilities with voltage levels above 110 kV; 9. A sound technical archive management system.
